    This chimney is showing signs of a leak.  The white substance on the chimney is called efflorescence.  Efflorescence is a chalky substance formed from salt and acid that dries on the structure after a significant leak. The exterior of this chimney needs to be power washed and sealed.  Washing the chimney will clean off the black substance and the chalky efflorescence.  The structure would then need to be waterproofed to seal the porous bricks and protect it from penetrating rain water.
